The City of Horicon Common Council met on Tuesday, Jan. 27.
Several ordinances were enacted to update the Municipal Code, including:
• Shipping Containers (Ordinance 2026-01): The council established restrictions on the placement and use of shipping containers on residential properties. Such placement is now prohibited unless temporarily used for storage during a move, construction, or renovation. Temporary placement is limited to 30 days, must comply with property setback requirements, and requires a permit. Only one container will be allowed.
• Signs and Murals (Ordinance 2026-02): Article VIII of the Municipal Code was reorganized for clarity, and new regulations were established for murals.
• Direct Sellers (Ordinance 2026-08): Chapter 266 was amended to clarify language and adjust time restrictions, now prohibiting direct sellers from working between the hours of 5 p.m. and 8 a.m.
• Compensation and Salaries: Ordinances 2026-03, 2026-04, 2026-05, 2026-06, and 2026-07 were approved, revising compensation for the Horicon Fire Department and EMS Employees, and establishing salaries and wages for City Officials, Employees, and Election Officials.
The council also approved several purchases:
• The purchase of 113 water meters was approved at a cost of $63,370.
• For the Department of Public Works, a 2026 845M Gator was approved for purchase at a cost of $30,289.57, a 2026 RAM 1500 truck was approved for purchase at a cost of $47,284.50, and a 2026 RAM 3500 truck, dump box, and snowplow package was approved for a little over $94,000.
In other facility matters, the council approved a vote to repair a pump at the wastewater/water treatment facility in the amount of $8,587.60, with the pump needing to operate for two more years until the new facility project is completed.
The council accepted the resignation of administrative assistant Michelle Krapfl, who has accepted a new position with the City of Mayville. The hiring process to fill the vacancy is scheduled to begin later this month.
The hiring of new EMS personnel was approved.
The council also acted on and approved Resolution 2026-01, the World Migratory Bird Day Resolution.
The next meeting is scheduled for Tuesday, February 24 at 6 p.m.
