Why are you running for candidacy? Looking at the current City Council, I see all new faces. I believe it’s always a good idea to blend in the fresh ideas of new members with the experience of more seasoned members to include history and legacy details in the decision-making process. I will provide the experience and historical perspective that this board needs to move Horicon forward.
What are your qualifications or what experiences have best prepared you to serve as an alderperson? My previous experience as an Alderman in two different wards, spanning many City projects and developments, have prepared me to serve Horicon again in this position.
What do you feel is the biggest issue facing the community in the next year, and what do you plan to do to address it? We have some large expenditures coming up, like the new sewage treatment plant and the rebuilding of Cedar Street from Maple to the Water Park. This is the widest street in the City, and all the laterals to each house will require replacement at the same time the street is being repaired. It’s going to be expensive. These are just two of the many scheduled expenditures we are facing. Careful spending, budgeting and scheduling will guide Horicon through these next years without trouble. But if we undertake too much at the same time, we could impact the city’s financial health. My plan is to guide and schedule the projects so that the citizens reap the benefits without large increases in the cost of living here.
Why should people vote for you? Because experience matters, and I have the servant leadership skills to maintain Horicon’s status as a wonderful place to live, work, and play in Dodge County.
Duane Olbinski
Occupation: I am the Chief of Police for the City of Fox Lake. I started my career with the Dodge County Sheriff’s Office in January of 2005 in the jail. I became a certified law enforcement officer in 2007, which made it possible for me to work part-time for the Village of Clyman and City of Horicon and move to the patrol division.
Community Involvement: I have helped with many volunteer events over the years such as Shop With Cops, Cops and Bobbers, and most recently have been working with Delta Waterfowl and am looking forward to bringing events like that to the City of Horicon.
Why are you running for candidacy? I would like to bring transparency to the elected position. If elected, I would like to be a conduit for the residents of the district to address their concerns of current issues, bring ideas forward and relay information that affects us in our ward.
What are your qualifications or what experiences have best prepared you to serve as an alderperson? I have over 20 years of experience with Dodge County and the City of Fox Lake and am well versed in local governments. I have a great deal of experience with coming to a consensus with people on hot topic issues.
What do you feel is the biggest issue facing the community in the next year, and what do you plan to do to address it? In the next year, Horicon is growing and causing our tax dollars to be stretched. I would like to be able to have discussions with those that are concerned with the way their money is being handled and hopefully bring all sides to a mutual understanding.
Why should people vote for you? I think people should vote for me because I am fair, honest and do not have any hidden agendas. I listen and gather facts without jumping to conclusions on issues I am not familiar with and am able to understand other points of view without making things personal. I am ready to hit the ground running to help steer the City of Horicon on a proper course to continue to make this a desirable place to make your home.

Why are you running for candidacy? I am running for a third term as alderman because I believe steady, proven leadership matters, and I am proud of the tangible progress we’ve made together. Over the past two terms, I’ve focused on listening to residents and turning their concerns into results. That has meant rebuilding our parks by replacing every playground removed for safety reasons, many funded through private donations at no cost to taxpayers, and working directly with residents to secure grant funding for major infrastructure projects like the East Walnut Street reconstruction. By prioritizing open communication, we’ve also passed practical policies such as the chicken ordinance, the dog bite ordinance, and measures that empower department heads to act more quickly and effectively. There is still work to be done, and I am running again to continue delivering responsible, community-driven progress.
What are your qualifications or what experiences have best prepared you to serve as an alderperson? I am well prepared to serve as an alderperson based on both experience and results. I have already served two terms on the Common Council, giving me a strong understanding of municipal operations, budgeting, and long-term planning. Outside of local government, I am wrapping up my Doctorate of Business Administration, with a strong focus on finance and cost-effective decision-making, skills I have directly applied to my work for the City of Horicon. Throughout my two terms, I have prioritized finding ways to save taxpayer dollars while still moving the city forward. One example is the development of the parks plan and the Discher Park master plan, where I served as a driving force by leveraging the expertise of the Parks Board and engaged citizens rather than hiring outside consultants at significant cost. This collaborative, fiscally responsible approach has allowed us to produce high-quality plans while keeping money in the community, and it reflects how I approach public service overall. These plans have qualified us, and nonprofit groups for grants to better our community.
What do you feel is the biggest issue facing the community in the next year, and what do you plan to do to address it? The biggest issue facing our community in the next year is affordability. As major infrastructure projects like the wastewater treatment plant move forward, residents will inevitably see increases in water and wastewater rates, similar to what many neighboring communities are experiencing. While these investments are necessary, I believe we have a responsibility to lessen the burden on residents wherever possible. One way I plan to address this is by responsibly using a portion of the City’s excess general fund balance to help offset property taxes, providing some relief at a time when household costs are rising. I will continue to focus on careful budgeting, long-term financial planning, and exploring every available option, such as grants and cost-saving measures, to ensure essential improvements are made without placing unnecessary strain on taxpayers.
Why should people vote for you? People should vote for me if they value proven results, responsible leadership, and a focus on keeping Horicon affordable. Over the last four years, I have worked to listen to residents, improve our parks and infrastructure, and make thoughtful financial decisions that respect taxpayer dollars. If you like what the last four years of results have shown, I would be honored to continue serving for two more. Looking ahead, I plan to further leverage partnerships like Friends of Horicon Parks to enhance our recreational spaces while continuing to find ways to save taxpayers money. My goal is to build on what’s working, address challenges head-on, and keep moving our community forward together.
