“Property Tax Freeze for Seniors” is a scam. Treasurer’s Office “Notice of Issuance of Tax Certificate” is not a scam.
Dodge County Treasurer, Kris Keith, says her office has been flooded with phone calls lately about the latest property tax scam aimed at seniors. An online, AI-generated video, directs taxpayers to contact their treasurer’s office to request a property tax freeze, an assessment freeze or a senior discount – none of which are available in Wisconsin. Keith explains that in Wisconsin, “We have two credits that will show on your tax bill, if eligible”. She asks that taxpayers look at the top right corner of their tax bill to see if they are receiving a First Dollar Credit (if they have buildings) and the Lottery Credit (if a primary residence as of January 1).
Keith adds that “it is not a scam” if you recently received a letter from her office titled “Notice of Issuance of Tax Certificate For Tax Roll of 2025”. She explains that statutorily, on September 1 each year (§ 74.57), any parcel with delinquent current year tax is issued a tax certificate (lien), and a notice must be mailed (§ 74.59). The lien is extinguished when the outstanding balance is paid.
