Possible East Avenue Pipe Replacement

The Lomira Streets Committee discussed replacing sewer pipes near 400 East Avenue during its meeting on Wednesday, May 28. There is currently a dip in the piping that increases its chance of clogging.
“We have to dig up 20 feet of pipe and put down new pipe. It goes through the concrete sidewalk and driveway approach of the state’s salt shed,” explained Director of Public Works Nick Roskopf. “We can relay that 40 feet of dipped sewer pipe so that we know we won’t have any issues when Kwik Trip opens.”
“We can figure out that with Kwik Trip coming, the volume is going to increase in that pipe. How that’s going to affect that dip, we don’t know,” said Trustee Gary More. “If you’re going to increase your volume, it might flow better...or it may clog. We know it would not if the pipe was straight.”
The project would cost $13,350, including the concrete work.
“This is coming from where? That’s the issue.” Trustee More asked, “Do we want to spend $13,350 out of savings?”

“I don’t think we have a choice,” answered Trustee Eric Kohlmann. “I would like to ask Kwik Trip for some assistance, but it’s kind of too late.”
“We don’t want a new business to come in and have issues, regardless,” said Trustee More.
The committee decided to recommend the board approve replacing the piping near 400 East Avenue.
Committee Matters
• The committee discussed moving the crosswalk lights currently located by St. Mary Catholic Church due to lack of use. The committee decided to recommend the board move the lights to the intersection at School Street since more children cross Milwaukee Street there.
• The committee also considered changing the verbiage of Section 24-355 Sewer Lateral Service of the municipal code. The code currently reads that “it shall be the responsibility of the property owner to repair and maintain the sewer service lateral from the building to the center of the street” if the pipe breaks, settles, or is damaged because of plugging. The proposed wording would change “to the center of the street” to phrasing similar to “to the connection of lateral at the sewer main” because not all sewer connections are made in the center of the street. The committee decided to recommend updating the wording.
