Mayville Common Council Meeting Recap

The Mayville City Council opened their monthly meeting on Monday, Aug. 10 at 6 p.m. Mayor Boelk and Alderpersons DeBaker, Smith, Buske and Olson were present, while Alderpersons Henkel and Winter were both excused.

Mayor Monthly Reports

Mayor Boelk started off the meeting with his monthly report, which he brought up multiple topics.

First, he brought up a correction from last month’s meeting about the new EMS building and its funding. Boelk stated, “I received inaccurate information concerning the EMS budget and how much the department could afford to contribute towards the new facility. While the EMS department is self-sufficient when it comes to its operation budget, construction of the new facility will require support from the Mayville taxpayers. The city is exploring ways to fund the project as we move into the next year. At this time, I believe a combination of tax levy finding, bonding and [the] recent awarded $800,000 grant will be needed to complete the project.”

Mayor Boelk then went on to mention the finishing up of street productions. He stated, “The city is also finishing its three street projects on Muzzy, Grove and Allen Streets. We encountered a few hiccups along the way, but I believe the finished projects are worth the efforts.

“I would like to thank our city staff and the residents living on these streets for their patience and understanding throughout the construction process.”

The mayor also brought up some other things that happened this past month, including some resident reports and meetings with the Village of Kekoskee and the Mayville School District administrator.

Boelk claims that some residents of the Mayville area had approached him with concerns of the eBikes and scooters around town and asked how the city plans to enforce laws that protect the general public.“The police chief and I reviewed ordinances adopted by other municipalities and have begun the process of ordinance change. The city council will conifer the proposed regulations, but the process takes time… I am hopeful we can have an ordinance placed by October,” Boelk stated.

Mayor Boelk also attended the Village of Kekoskee Board Meeting the past month in order to discuss a possible collaboration agreement to set some sort of boundary or another agreement addressing concerns about Mayville land, as well as Kekoskee’s concerns involving EMS services, sewer connections and other matters that are important to both communities. As of this meeting, Boelk is still waiting for a response from Kekoskee so that a future meeting can be scheduled.

To end the mayor’s reports, Mayor Boelk mentioned how he hosted the Mayville School District administrator for a meeting about potential joint ventures. Boelk stated, “We discussed the district’s future and the efforts that the closure of the Hustisford School District may have on Mayville during the upcoming school year.”

City Clerk/Executive Assistant Monthly Report

City Clerk/Executive Assistant, Anastasia Gonstead, opened her monthly reports reminding everyone about election day the following day. After that, she mentioned how in the following week, her and Deputy Clerk, Alexis Volbright, would be attending the annual Wisconsin Municipal Clerks Association conference. Gonstead also mentioned that she was selected to serve as District 5’s co-director for the clerk’s association. Gonstead said, “I am honored to have the opportunity to serve an organization that has provided me with so much support and knowledge as I have grown and come into the field.”

Gonstead then went on to announce that Mayville had been selected as one of the communities to receive funding through the State and Local Cybersecurity Grant Program (SLCGP). This is a program offered through the Wisconsin Department of Military Affairs, Division of Emergency Management, and provides the city with $12,312 to improve its ability to backup important city data, as well as assisting in the migration of the city email and website to a .gov domain. With this grant, the city is not required to match the amount given to them; however, this is most likely the last year this program will be available without requiring said municipal match.

Gonstead concluded her report by announcing that on Monday, Aug. 17, Darlene Smith would be starting her first day as the city’s new controller treasurer. Gonstead stated, “After several months of transition and recruitment, her arrival will bring our city hall team back to full staffing.”

Old and New Business

The following have been either approved, denied or introduced by the board. Please note that, unless stated otherwise, all decisions were unanimous:

Had their second reading and approved ordinance 1156-206 to rezone the lower portion of Theiler Park from park land to institutional in preparation for the new EMS building

Introduced ordinance 1154-2026 amending the municipal code of the City of Mayville, relating to public nuisance abatement procedures

Approved liquor and fermented malt beverage license renewal for Bottoms Up Pub

Approved a resolution of the Mayville City Council authorizing the submission of a grant application to the Wisconsin Economic Development Corporation Vibrant Spaces Grant Program

Approved the accepting of the State & Local Cybersecurity Grand Program (SLCGP) Award and authorizing execution of the grant agreement

Approved resolution establishing the filing deadline for certain temporary Class “B” fermented malt beverage (picnic) license applications

Approved resolution designating authorized signatory authority on city bank accounts, allowing for the new treasurer to get on the accounts

Approved zoning code update proposal from Community Planning & Consulting, LLC and inclusion in the 2027 budget - nays from Alderpersons Smith and Olson and yays by Alderpersons DeBaker, Buske and Mayor Boelk, with Boelk being the tie breaker.

Approved the quote for filtration backwash system actuators and relay installation for the TAG Center pool in the amount of $9,235.92

Approved the final pay request in the amount of $36,258.34 – $18,000 less than the original project amount – payable to Northeast Asphalt, Inc. for 2026 Oak Street Milling & Paving project

Approved pay request in the amount of $333,988.57, payable to Kopplin & Kinas Co., Inc. for 2026 road reconstruction of Muzzy, Allen and Grove streets

Approved pay request in the amount of $298,954.57 payable to Kartechner Brothers LLC for the River Knoll Drive street and utility extension project

Approved operator licenses, with all backgrounds checked and approved, for the following people: Melissa Lopez, Tiffany Van Aacken, Emily Matson, Ava Konrad, Casey Franke and Dakota Varisco
