Mayville Common Council gets Ball Rolling on New EMS Building

On Monday, October 13, the City of Mayville Common Council took action to begin the process of building a new EMS building.
The first item discussed was regarding the potential location for the new building. Pending legal response, a motion was made by Alderperson Kim Olson, and seconded by Alderperson Molly Henkel, to have the future EMS building built near the former Shopko building on land that is part of Theiler Park. The motion passed, with Alderperson Ken Neumann abstaining as he would like to do more research on the proposed location.
A second item was discussed regarding the city’s financial commitment toward the future EMS building for non-state grant application. Mayville EMS plans to apply for a grant before the end of this month that is believed to be a 50% matching grant. Neumann made a motion for the city to commit to paying half. Henkel seconded the motion, and the motion passed.
Council Matters:
• Henkel made a motion to approve an ordinance to repeal and replace Section §397-7O of the Municipal Code of the City of Mayville, relating to winter parking regulations. It reads, “From December 1 through April 1 annually, no person shall park any motor vehicle on any public street within the City of Mayville between the hours of 1:00 a.m. and 6:00 a.m., unless the vehicle displays a valid Winter Parking Permit issued by the City of Mayville.” Alderperon Bob Smith seconded the motion, and the motion passed. The following motion established the fee for winter parking permits. Henkel made a motion to set the fee at $50. Smith seconded, and the motion passed.

• Neumann made the motion to approve Resolution 6015-2025, authorizing the issuance and sale of up to $26,490,832 sewerage system revenue bonds,
series 2025, and providing for other details and covenants with respect thereto, and approval of related financial assistance agreement. This is for the Water Wastewater Treatment Facility upgrade. Henkel seconded, and the motion passed. Also relating to the Treatment Facility, Neumann motioned to approve the State of Wisconsin Clean Water Fund Program financial assistance agreement with principal forgiveness. Olson seconded, and the motion passed.
• The Council approved the appointment of the Community Development Authority/Enhancements Committee as the authority to determine the distribution of the donated tornado relief fund.
• Mayor Rob Boelk has appointed the following individuals to the new Medical and Health Advisory Committee: Julie Staffin, Alan Williams, Julie Allison, Joy Wagner, and Kim Olson.
• Dawn Gindt was presented with a Resolution of Appreciation for her work with the Marsh Area Chamber of Commerce.
• Discussion was held on the possibility of creating an archery range behind the TAG Center. The Rotary Club has expressed their willingness to contribute 75%-100% of the cost and apply for grant money. No action was taken.
• Neumann introduced an ordinance to repeal and replace Section §195-3C of the Municipal Code of the City of Mayville, relating to mobile food vendor permits.
• Henkel motioned to make the land management plan application fee $400. Neumann seconded, and the motion passed.
• Neumann motioned to approve wetland delineation expenses, not to exceed $1,700, which will come from contingency. Olson seconded, and the motion passed.
• The Council approved the issuance for complimentary TAG Center passes to taxpayers.
• The Council approved a resolution appointing administrative duties and approvals to the Mayor.
• The Council approved changes to the Mayville functional classification system. It is required by the DOT, as they just adjusted urban area boundary for highways.
• The Council approved the proposed 2026 Dodge County Sheriff’s Office 911 joint powers agreement.
• The Council approved the 2025 request for exemption from Dodge County library tax, pursuant to Wis. Stats. §43.64(2)(B).
• The Council approved 2026 City agreements with the Mayville Chamber of Commerce, Main Street Mayville, Graceland Cemetery, and the Dodge County Humane Society.
