The City of Horicon Common Council held a meeting on Tuesday, Dec. 23.
Anne Holzem, a project manager specializing in traffic and transportation engineering with MSA Professional Services, presented on the Rock River Pedestrian Crossing Feasibility Study that started in the fall of 2024 and concluded after about 15 months.
Three final alternative options for a pedestrian crossing across the Rock River were found:
• Option one is the second-choice recommendation and would involve a trail and a standalone bridge on the north side of the railroad track.
• Option two is to have a crossing go over the dam.
• Option three is the top recommendation and would involve a trail and a standalone bridge on the south side of the railroad track.
The potential hurdle with option three is that it would require coordination and cooperation with commercial property owners, which the council is going to communicate with this month.
Holzem added that this project would be a good candidate for the Transportation Alternatives Program (TAP) grant.
Mayor Josh Maas concluded the discussion by sharing that likely nothing would happen with this project this year.
Council Matters:
• Maas appointed Dustin Woock as the new EMS Coordinator.
• Maas recognized and thanked the Horicon High School choir for coming to carol at City Hall earlier in the afternoon on the day of the meeting.
• The process of hiring a new library director has begun, with one interview having taken place as of meeting time.
